Second, it is late at night and I don't have a rule book with me but it is in the rules that only black cars and car services may do prearranged pickups. I don't think that it is much of a problem with tlc if you have regular customers though. I doubt they would ticket you.

I have seen this a lot while driving as a yellow taxi driver especialy in wide avenues like 2 nd avenue and 3rd avenue.

when a school bus is discharging kids and the bus red light is on, only cars on the next lane stops but not other lanes. Is there a distance or number of lanes where cars are allowed to bypass a school bus while discharging ?

As far as school bus goes, you must stay behind bus in ALL lanes on ALL sides of roadway. Cars in City going around a school bus from third lane are technically in violation of the law.
