At Penn Station!
When I am at Penn Station to pick up a fare, I always tell to my riders - next time hail a cab on the east side of 7-th avenue! This way easier, faster, and less congestion, and no more ticket for cabbies blocking the tarffic. Most passengers heading uptown anyway!

Drop off passengers there and keep moving so you don't block traffic and if you get a fare there on the move great
